Summary
Currently, local governments are authorized to enact general tax for general governmental purposes via a simple majority vote of the electorate and special taxes to fund specific purposes via a two-thirds supermajority vote. The amendment states that if approved it would apply to any relevant local measures also on the ballot on November 5, 2024.
The constitutional amendment would lower the supermajority vote requirement from two-thirds (66.67%) vote to 55% for local jurisdictions to issue bonds or impose special taxes (sales tax, transaction tax, or parcel tax) for affordable housing and public infrastructure projects.
